O papel das complementaridades locais na recepção de políticas regulatórias globais: evidências da regulação bancária brasileira e mexicana

Resumo


Este artigo visa a analisar as condições de recepção local de políticas regulatórias globais, com foco no papel desempenhado pelos recursos estatais na recepção de regras prudenciais bancárias internacionais. Essas regras são complexas e de difícil implementação, mas simplesmente rejeitá-las acarreta custos econômicos e riscos, como a ocorrência de crises bancárias. Para analisar como os recursos estatais podem mitigar as complexidades de implementação associadas às regras da Basiléia, este artigo realiza um estudo de caso no Brasil e busca evidências comparáveis no México. Ambos os países têm procurado combinar a adesão às regras prudenciais com medidas estatais compensatórias, particularmente políticas lenientes de concorrência no setor bancário e a oferta de crédito direcionado a setores potencialmente resistentes a regras prudenciais onerosas. O artigo conclui sugerindo que não há antinomia necessária entre as regras do mercado global e os recursos estatais domésticos. Portanto, o Estado tem um papel relevante na criação de condições locais para o acolhimento adequado das regras globais. A revelação dessa complementaridade institucional entre recursos estatais e regras globais é a principal contribuição deste artigo, que, embora focado no setor bancário, oferece elementos de análise para outras políticas igualmente sujeitas a regras globais implementadas localmente.
